How unemployment is measured
As the UK and Germany have different national measures to count unemployment none of the figures would be appropriate for comparison.
This problem was solved by the International Labour Organisation (ILO), which set international standards on unemployment measurement.
International
Unemployed people - according to the International Labour Organisation (ILO) criteria are those persons aged 15 and over who are
- without work,
- available to start work within the next two weeks and,
- have actively sought employment at some time during the previous four weeks or have found a job to start later.
Unemployment rates represent unemployed persons as a percentage of the active population. The active population (or labour force) is defined as the sum of employed and unemployed persons.
